Markets had another week of gains as banking stocks rose as the Basel III regulation and reserve requirement proposal seemed less onerous than expected. The proposed regulations could require banks to double liquidity within eight years to have common equity of at least 7% of assets.
The VIX index volatility/fear index moved above 21 last week which has been a support level in recent months. High VIX numbers indicate investors expect significant moves in either direction. The recent VIX numbers have suggested investors expect neither significant downside risk nor significant upside potential.
