Budget 2007 - Brown is the new green but with no room for manoeuvre

Gordon Brown brings his eleventh Budget before us on Wednesday 21 March. The book has closed on whether this will be his last Budget. The chancellor is widely expected to be living next door in 10 Downing Street before the end of the year.

His big spending days are over. The relationship with 'prudence' is back on. There will be few giveaways but maybe some hints about what the focus of a Brown premiership will be.

We already know there'll be a 'green' battleground. Indeed in fashion terms it would seem Brown wants to be the new green.

The key issues in individual taxation, if pre Budget hot air is any measure, are inheritance tax and pensions.
